Project Description : For Sale or Partnership to builder My share the land and planning permission We own 6.5 acres in West End and Washington Streets. The Project will consist of the design, construction, operation and maintenance by NIBR (or sale with Planning Permission) of 59 units of duplex Townhouses, (10 of which will be COAH affordable housing or $10,000 will be paid the Town per unit at closing) arranged in rows of 5-12 units subject to planning ordinances and final design on the former Coop, Modern and the Aggressive properties (See Site Plan Exhibit A-2). These Townhouse units will be for sale or rent. The site along West End Avenue has two pleasing changes of slope such that we can have ground floor access on many of the units at the front of the 2nd floor: As the Townhouses will be 3-storys, the topography allows at-grade access on the 1st and 2nd floor: providing ground floor access to all units. The Townhouse from the up gradient roadways will look like a two story Townhouse because of the topography, with a second defacto Efficiency unit below (mother/daughter or tenant) facing out of the slope. The project will be built in 5 major phases: a) Initially, the former Martinez residence at 120 North Washington Street was renovated as a sales and construction office and residence on the Aggressive block, b) First build a Model with all the whistles and bells on it - (the Town/PC objects to a model) but we need to develop a backlog of buyers. I wanted to build the first duplex on the corner of Pleasant and West End Ave. However to skirt bureaucracy, 1 acre of land is available outside the Agreement, further down West End, abutting the Coop. c) Duplex Townhouses on the Modern property (Block 2413 Lot 16) d) Eighteen duplex Townhouses on the Coop property (Block 2413 Lot 13) e) Fifteen duplex Townhouses in one building and ten duplex independent living apartment Townhouses on the Aggressive property (Block 2418) in another phase of construction on the former Parkhurst property and the Aggressive Property along with the four duplex Townhouses on the former Atlantic Liquidators property (Block 2415 Lot 8) f) Site plan has adequate parking off road; and sufficient drainage g) Town requires extension of a sewer line on West End at the Coop-Modern Properties; h) The Town will repave after we install utilities $100,000 benefit (see COAH Agreement) i) The Town will actively seek grants for road resurfacing curbs lighting and sidewalks
