Located in a Certified Opportunity Zone. Maple Commerce Park is a 100-acre, 11-lot NC Certified Site adjacent to Currituck Regional Airport (KONX), a 5,500’ x 150’ business and general aviation facility. It is located approximately 20 miles south of the Virginia-North Carolina state line; 10 miles from the Currituck-Camden County line, and 25 miles north of the Wright Memorial Bridge traversing the Currituck and Albemarle Sounds. Upon receiving title for the 580+ acre Currituck Regional Airport property from the State of North Carolina in 2005, Currituck officials began planning the development of an industrial park on part of this land to attract diverse industry to the County. In January of 2009, the North Carolina Department of Commerce approved Maple Commerce Park’s application to the State’s Certified Site program. Unfortunately, the global recession delayed infrastructure construction indefinitely and prospective tenants began putting off proposed plans to expand in the park. The pause in the development schedule provided County staff and planners the opportunity for a second look at Maple Commerce Park, and to ask the questions: How can we improve and enhance the project’s value to both the community and potential tenants? Given an ultra-competitive economic development context, do we have opportunities to add value and give our location a competitive advantage in amenities, design and engineering? The collective answer was a resounding: Yes. Maple Commerce Park property is a heavily wooded tract, bounded by the north and east by a significant wetland draining to Currituck Sound, to the west by the airport, and to the south by County-owned property housing the NCSU Cooperative Extension and planned construction for a YMCA and Senior Center. In April, Currituck County announced a partnership with College of the Albemarle to locate the college’s fourth campus, a regional Center for Training Excellence, adjacent to the Airport and Maple Commerce Park, further expanding the opportunities and desirability for Maple Commerce Park. County officials sought to marry these uses, site characteristics and amenities to best meld a Community Center development with a Commerce Park in a natural setting. To accomplish this, Currituck engaged consulting engineer Hyman & Robey to redesign Maple Commerce Park and enlisted the assistance of the UNC Coastal Studies Institute and NC State staff and Currituck County planning department to visualize and design a green but still efficient park. This team provided the practical and scientific expertise to redesign roadways, drainage and traffic flows to optimize industrial needs, protect the environmentally sensitive wetlands and better connect potential tenants to the community amenities at the Cooperative Extension, YMCA, recreational and COA education and training facilities. The result is a plan that provides the following amenities: • 11 lots available from 2 to 25 acres; Additional Airport-frontage sites • Shovel-Ready, NC-Certified Site • Heavy-Manufacturing zoning and protective covenants • Excellent access to US 158 / NC 168 / I-64 • Adjacent to Currituck Regional Airport • Enhanced canopy and setback protection to ensure forested lots and buffers • Innovative low-impact development design for enhanced water quality • Multi-use paths connecting Maple Commerce Park to amenities (YMCA, CES, COA) • Dedicated industrial entrance for Airport and Commerce Park traffic • Additional acreage available for park expansion • Synergy with COA Center for Training Excellence and future industrial tenants Currituck County is has finalized permits to begin construction of key site infrastructure in Fall 2011. The consulting engineer’s budget estimate for right-of-way and utility infrastructure in Maple Commerce Park is $4.2 million. This figure includes engineering, roads, water, sewer and stormwater systems for the project. County officials have identified approximately $3.2 million of further funding in Capital Fund balance in the FY 2011-2012 to support the construction of critical infrastructure for this project. This leaves the County approximately $1,000,000 in gap funding to identify in order to complete infrastructure. The request before the North Carolina Department of Commerce seeks to tap the Industrial Development Fund’s Utility Account for a grant of $500,000 to help close the projected gap in project funding to make Maple Commerce Park a reality for prospective tenants and the resident workforce of Currituck County. These funds are critical to our ability to complete the project in a timely manner and provide sites for sale to several prospective clients looking for the bundle of amenities provided through this development.
