DESCRIPTION

This 227± acre development tract is one of the largest contiguous blocks of land located within the City of Klamath Falls Urban Growth Boundary having Industrial Zoning. The property has a strategic location along the Southside Bypass (Highway 140) which provides excellent access west to Med- ford, I-5 and Highway 97, and with access north to Bend, and south to Northern California and I-5. The 227± acre site has frontage along Washburn Way on the east, and the Southside Bypass and Tingley Lane to the west. The BN/SF Railroad is along the western boundary of Parcel A. There are two cell tower leases and a 27± acre solar farm lease that generated income of $59,068 in 2018. Two other leases for a shop/office, and grazing, generate an additional $9,100. In addition, there is an operating permit for a rock pit (DOGAMI #18-0099) that covers an estimated 55 acres located in the northern section of the site. An estimated 8.9 acres has been disturbed, and is currently not active. There are water rights for irrigation from Klamath Irrigation District (KID) and Klamath Basin Improvement District (KBID) which cover 176± acres. The property historically was a ranch, and portions are now leased for grazing. See Supplemental Information Package for cell tower and solar farm leases, DOGAMI permit, and water rights certificates. The property is not currently served by public water or sewer, and will need to be annexed into the City of Klamath Falls. The 227± acre property is being offered in its entirety at less than $8,400 per acre, or in four parcels ranging in size from 20± to 114± acres, with parcel prices from $7,236± to $10,277 per acre. Sale of individual parcels is subject to approval of a lot line adjustments by by Klamath County and total bids to equal, or exceed, the Bulk Published Reserve Price of $1,895,000, or less than $8,400 per acre. Parcel A - 36± Acres / Published Reserve: $370,000 / $10,277 per Acre This irregular-shape site has access from Tingley Lane, with excellent visibility from Southside Bypass (Highway 140). It could be developed north and south of the existing irrigation canal. The BN/SF Railroad is along the western boundary. Knife River has an aggregate and batch operation just west of the property, on Tingley Lane Parcel B - 20± Acres / Published Reserve: $200,000 / $10,000 per Acre This parcel is located on the east side of Southside Bypass, along Tingley Lane. It could be developed for a small business park, providing excellent access and visibility. Klamath County Regional Disposal Station is located along Tingley Lane. The BN/SF Railroad has a yard at the end of Tingley Lane Parcel C - 55± Acres / Published Reserve: $500,000 / $9,090 per Acre This parcel is a combination of hillside and rolling topography which includes two cell tower leases, one with U.S. Cellular, and one with New Cingular Wireless. The two leases generated $30,365 in 2018. Please see Supplemental Information Package for copies of leases. The parcel has limited access from Southside Bypass. Its main access is from Washburn Way through Parcel D. There is a former home connected to city water and barn, leased for shop/office, to a contractor who also leases additional portions of the property. The shop/office lease generated $4,250 in 2018. There is an outparcel on the hillside, with water tanks owned by City of Klamath Falls. The DOGAMI permit covers the majority of the parcel, with an estimated 8.9 acres that have been disturbed. The per- mit will be transferred to the new owner. The property could be developed for some industrial uses with demolition of existing improvements. The southern boundary with Parcel A is along the existing irrigation canal. Parcel D - 114± Acres Published Reserve: $825,000 / $7,236 per Acre This is the largest parcel, with access from Washburn Way, and excellent visibility from both Southside Bypass and Washburn Way. 26± acres are leased to Solar City Corporation for a solar farm operated under a 26-year lease which started in 2016. The lease generated $28,723 in 2018. See Supplemental Information Package for copy of lease. A Wetlands Delineation Report was prepared by the Seller, which designates a total of 9.8± acres of wetland, located in the southeast corner of the property. ODSL ED# 2015-0223 copy of report is part of Supplemental Information Package. Portions of this parcel could be developed for multiple industrial uses including warehouse and distribution, and business park, with common entry from Washburn Way. An easement for access to Parcel B will be provided. Some restrictions for development are outlined in the solar farm lease to ensure their operation is not impacted.
