The overall property consists of tax parcels 06329-000-000, 06331-000-000 and 06326-001-002 for a total of 87.15 acres. A boundary survey of the total tract was performed in 2005 by Causseaux & Ellington, Inc under PN 05-0832. The southeastern 10± acres is under contract to a third party. The net acreage of the subject property is approximately 77± acres. The site elevations range from a high of 140 in the NE corner and a high of 134 along Newberry Road to a low of 80 along the western property line. Site slopes are moderate to steep. A site specific topographic and tree survey has been performed by CHW under a PN of 20-0098. Land use designation of Mixed-Use. The zoning of the subject property has three multi-family residential designations (R-2, 4-8 units per acre; R-2A, 8-14 units per acre; and R-3, 14-24 units per acre) plus a zoning designation of Business Warehouse (BW) on northern 25± acres. These zoning designations are superseded by the County’s Transit Oriented Design Standards or Traditional Neighborhood Design Standards providing a mix of Retail, Office, and Residential of varying types. A parcel of 9.63 acres, located in the southeastern corner of the property, is under contract. The development of the 9.63 acres is intended to be non-residential uses. 77.52 acres for development. A Comprehensive Plan text amendment was approved in 2010 for this property to develop in compliance with the current County regulations for Transit Oriented Design, TOD. The text amendment defines a development program for the 87 acres as allowing up to 180,000 sf of commercial, 60,000 sf of office and 900 residential units of various housing types with no more than 10% of the total housing being single family detached units. A goal is to amend the 2010 Comprehensive Plan text that governs the entire 87 acres to change the development criteria from a TOD to a Traditional Neighborhood Design (TND) to eliminate all the offsite and transit related cash outlays that would be administered by a related Development Agreement. The TND would then be subject to the payment of the County’s listed Multi-Modal Transportation Fees.
