Thank you for your interest in the Monarch Way opportunity currently being marketed by Hampshire County Council. Below is an update regarding the remainder of the marketing process and important actions before submitting your offer. Offer Deadline & Viewings

The offer deadline is 5:00 pm on Friday, 25th April 2025.
We are conducting block viewings up until the offer deadline. We highly encourage parties to view or revisit the site and carry out relevant due diligence before submitting any offers. If you wish to arrange a second viewing or additional on-site surveys, please contact us, and we will coordinate accordingly. Please note that we do not permit any invasive surveys to be conducted prior to submitting offers.

Guide Price

We are not permitted to provide a guide price due to our obligations under Section 123 of the Local Government Act (1972). Therefore, it falls upon the interested party to submit an offer they feel comfortable with after conducting their due diligence.

To inform us of your decision to participate and submit an offer, ensure you have clicked the ‘Opt-In’ button under the ‘Confirmation of Your Involvement’ section. Failure to do so will result in not receiving future clarifications via the In-Tend system when announced and the inability to submit an offer.
The ‘Confirmation of Your Involvement’ ‘Opt-In’ function can be found in the opportunity area under the 2nd tab (Supporting Documents). Scroll down to the bottom of the page where you will find the two buttons, either to ‘Opt-In’ or ‘Opt-Out.’

How to Submit Your Offer & Offer Formulation

When submitting your offer, please ensure you provide comprehensive information about your offer to ensure full transparency and avoid any misinterpretation. The more you can provide us, the better idea we have regarding your offer position.

Please be sure to submit a completed ‘Monarch Way Offer Proforma’ form accessed via the ‘Supporting Documents’ section. Additionally, include documents that support your offer in the following areas:

Offers must include
• Completed ‘Monarch Way Offer Proforma’ form accessed via the ‘Supporting Documents’ section.
• Clarification of whether the offer is subject to any conditions.
• Ensure all conditions are fully explained and communicated.
• Source of funds.
• Confirmation of your timelines towards exchange and completion of contracts.
• Recently transacted deals and/or completed projects in the past two years.

If your offer(s) are Subject To Planning:
• Justify how you intend to achieve planning permission, including your planning strategy and the associated timelines for this, including key milestones (e.g., pre-app).
• Include: proposed scheme use, typology and full layout, affordable and private housing mix (if residential), massing and levels, densities, tenure, and overall design.

Offer Selection Process
