DESCRIPTION

It is located in the Columbia Heights neighborhood of Longview, adjacent to Park Hill, a community of over 100 homes originally developed in the 1960s. Homes in Park Hill have been built on a hillside and ridgetop, with some lots having territorial and Cowlitz River views. Recent sales of Park Hill homes have ranged from $375,000 to $600,000. The property was part of the original Park Hill Development Plan, but has not been platted, providing a new owner with options to maximize the number of homesites based on topography and access. Three locations provide access to Auction Property #116, the 54± acres adjacent to Park Hill community: East Lynnwood Drive to the southeast, intersection of Peters and Lynnwood Drive East to the south, and Cowlitz View Drive to the southwest. There has been a strong demand for both single family and multifamily housing in the Longview/Kelso market. Lennar Homes has 160-unit Mt. Solo Place Community in Longview which has been selling homes in the $400,000 to $500,000 range. The Retreat at Rivers Edge in Kelso, with 52 lots, has homes for sale starting at $500,000. Nearby North Lexington PUD on West Side Highway, which is to include 44 single family lots, started construction in April 2023. The 58± acre Park Hill Development Property is one of the largest remaining undeveloped sites with R-1 zoning within the City of Longview, providing a new owner with opportunity to participate in the Longview/Kelso growth due to proximity to employment centers north to Centralia and south to Vancouver, all within commuting distance. Topography ranges from moderate to steep north- and east-facing slopes, with estimated buildable areas on 35% to 40% of the property. Hadaller Logging, Inc. estimated in 2022 that there could be up to $75,000 of net logging proceeds from residual cedar and Douglas-fir, which could be harvested as part of the property’s development. R-1 zoning could allow a Planned Unit Development with attached townhomes on a portion of the property. The new Cottage Housing ordinance adopted by City of Longview in November 2023, which provides increased density for affordable or workforce housing, might be applicable to the Auction Property. Please see Supplemental Information Package. There is water and sewer service available to the property. A 2024 Geotech study by Jolma Design is available in the Supplemental Information Package. 2023-2024 taxes are less than $3,000. The Seller is offering the 58± acre Park Hill Development Property in its entirety, with bulk published reserve price of $497,500, or less than $8,600 per acre, with the added incentive of short-term Seller financing to accelerate a sale by end of June. In addition, bids can be submitted individually on three parcels – Auction Property 116, 54 acres with published reserve price of $482,500; Auction Property 117, 1.88 acres with published reserve price of $15,000; Auction Property 118, 1.76 acres being offered at No Minimum Bid. Individual sales of Auction Properties 116, 117, 118 are subject to total bids to equal, or exceed, the bulk published reserve price of $497,500.
