The Site combines one active industrial user (1010 E. Commercial Row) and vacant land.
Waste Management (“WM”) is located at the corner of Sutro Street. Commercial Row is to
be reconfigured within the confines of the existing underlying infrastructure and the street
will be renamed. The WM site edges are planned with walls, defined drive access points, and
landscaping to visually enhance the community entrance. The northerly edge has the Union
Pacific Railroad and is proposed to receive drainage improvements, an acoustical wall and
landscaping. The Site slopes off toward the Truckee River which has the option to be built up
with a combination of fill and a segmented wall or the town home style buildings can be terraced
with the existing terrain to create more rental homes with river views. The community’s primary
green area is to feature active and passive private recreation areas located along the Truckee
River. The existing TMWA water monitoring facility is to remain and integrated with screening
walls and landscape elements. The intent for TMWA’s existing use is to make it visually go away
while enabling the TMWA service access.
